Bello was appointed as secretary of the Department of Labor and Employment (DOLE) in 2016 by President Rodrigo Duterte.
Under the Ramos administration, Bello served as acting Secretary of the Department of Justice (DOJ) and later on as Solicitor General.
He was also the Cabinet Secretary of former President Gloria Macapagal-Arroyo and became a party-list representative from 2013 to 2-16.
Meanwhile, Marcos also nominated Karlo Nograles as chairman of the Civil Service Commission (CSC).
Nograles, a former Cabinet Secretary of Duterte, was among the ad-interim appointees that were bypassed for lack of quorum by the Commission on Appointments (CA) early this month.
Nograles was a former representative of Davao City.
